Basically, you have complex AI with a large number of responses to potential scenarios, beating the game gives you free reign to fuck with the AI, you have a huge number of tools that affect the AI in different ways, and they all have a certain degree of finesse involved in their use (like shooting further away from the head results in AI falling asleep later, shooting specific body parts gives them limps in those specific limbs) This is mostly a joke thread, but I figure there's a case to be made for it, and I'd like to see true stealth tournament be a thing.

The MGS series probably has the best AI system from any stealth games I know, although "best" might not be the term I'm looking for--maybe "most fun to mess around with", as proven in those videos. You can't do that in the Splinter Cell or Hitman series, which is a real shame knowing that the PR around those games always praised the stealth and AI mechanics. In fact, I'm pretty sure you can't do that in any other stealth games period. The mechanics are always the same: throw an object to lure an enemy and press X to knock him out (just look at The Last of Us, Alien Isolation and The Evil Within, the mechanics are overly simplistic, uninnovative and half-assed.)
The meta in MGS is pretty intricate, they gave you so many tools to work with and it really takes a Japanese player to show us a fraction of all the goofy shit you can do with the AI.

I would say best precisely because it's the most fun to mess around with. Because it has such a robust range of behaviors, both for messing with them and for them trying to wreck your shit.
I think that recent game Styx might have similar potential, but I haven't even played it yet, I only saw an E3 demo.
